The South Carolina 500 recognizes The Palmetto State’s most powerful and impactful leaders in business, nonprofits, government and higher education. The South Carolina 500 is based on staff research, not nominations.

A South Carolina native, Foster holds a Bachelor of Science degree in International Business from College of Charleston and a Master of Business Administration from Clemson University.

He is an entrepreneur with numerous successful businesses launched over the years including Carolina Moves. As co-founder and CEO of NOAH Property Management, Foster’s job is to look after the well-being of 3,500 residents of 2,800 apartments across Greenville, Mauldin, Easley, Anderson, Spartanburg and Pacolet.

NOAH stands for Natural Occurring Affordable Housing; NOAH Property Management was created in 2023 to manage properties purchased and renovated by Affordable Upstate.

In the community, he currently serves as Vice President of the SC Hispanic Chamber of Commerce, a board member of the SC Small Business Chamber of Commerce, and is a co-founder of the Reedy Reels Film Festival.

Despite rising demand, many renters in Spartanburg remain “cost-burdened,” meaning they spend too high a share of their income on housing. Without affordable rentals, low- and moderate-income households risk being pushed out, undermining social stability, local businesses, workforce retention, and community diversity.
