As Greenville continues seeking solutions to rapidly rising housing costs, it has become clear that every part of our housing ecosystem must respond together. 


At NOAH Property Management, we see this challenge every day. Our communities are affordable, but they are not just about affordable housing. We also are in the business of creating workforce housing.


Now, the terms affordable housing and workforce housing often get blended together, but they serve different groups.

  • Affordable housing supports individuals and families earning roughly 30%–60% of Area Median Income (AMI). These residents cannot afford market-rate rent and depend on subsidized programs to secure stable housing.
  • Workforce housing supports those earning too much to qualify for subsidies, but still unable to afford market rents. Typically, this includes households earning 80%–120% AMI. These are teachers, healthcare workers, police officers, hospitality staff, skilled trades, and other essential workers who keep Greenville running.

NOAH Property Management focuses heavily on naturally occurring affordable housing rentals. More than ever, we are expanding our efforts to serve workforce renters, because their need has grown at an unprecedented rate in our region.

The reason for this rising demand for workforce housing is simple. There are more people moving here than there are housing units. Compounding that issue is that new affordable housing construction has not kept pace. When demand outstrips supply, rents climb faster than wages.


Here are two quick facts:

  • The median rent for a two-bedroom apartment reached approximately $1,450 per month in late 2025, reflecting an increase of around 15% over the previous three years.
  • Overall rental prices in Greenville have risen by nearly 40% over the last five years, placing significant strain on middle-income households.

For many workers who do not qualify for assistance programs, market-rate rent is simply out of reach.

While rents continue rising at double-digit rates, median household incomes have grown much more slowly. This widening gap forces essential workers to live farther away, take on cost-burdened rent, or remain in unstable housing situations.

But how does this affect the greater community? A lot of people in Greenville don’t live in apartments, but the lack of affordable housing ripples through the community.


When essential workers cannot live near their jobs:

  • Commutes lengthen, adding transportation costs and reducing family time.
  • Schools struggle to retain teachers.
  • Hospitals and clinics lose qualified staff.
  • Local businesses face hiring shortages.
  • Traffic congestion and environmental strain increase.


Workforce rentals are a core infrastructure for a healthy, sustainable city such as Greenville.
